You are not crazy, after all, it is your car and you can do what you want. A clean body is better than a rusty one. Just be honest about it when you talk to other people about it. Down the road when you sell it sell it as a 70 with 71 body parts.

This is the worst thing you could do! I'd gladly take those parts off your hands... :D
Truthfully though,
The only reason it might drop the value (IMO) that I could think of was that if it were a documented SuperSport (or a totally cherry original, but then you would be changing stuff), the value might be diminished... But with a plain Malibu (especially a real rusty or wrecked one), it shouldn't hurt the value at all...
Its your personal decision, if you like the 70 style lights, grill and bumpers, then do the change... Just be aware, that there are some people(a few)that will notice the difference (like "green numbers on the guages, instead of "white", or the cowl tag) and maybe question you about them... Of course it depends on how much you change... Its your car anyway...
Personally, I like the 70's better, and I would do the same if I had the chance...
I don't think Chevelle-lovers would get mad, except a few that have 1971/1972 as favorites, as they might be offended...
Since the car would still technically/legally be a 1971 (using that good 1971 body, right?), then you should advertize it as such, with the 1970 parts mentioned too... Even if the 1970 is too rusty to save, you can't legally/ethically change the body tags to the better body...
Make sure the 71 you got can be registered (clear title) before spending alot of time and $$$...
BTW,
I am also from Elk Grove...
