Can I do a leakdown test on an engine that has never been run or do the rings have to seat first? I'm planning on testing my upcoming build since I have a leakdown tester now.

Sure you can. You may be indicating a little high, but it shouldn't be too far off. Good idea, in fact. I'd lock the engine about 5 degrees after TDC compression and then test.

What tester do you have?

I don't have an air compressor :(

Well, I've never used it before and I have to look at my instruction as to how much air is needed, maybe I could use a portable air tank. It would probably only do a couple cylnders at a time.

I hope it would be a waste of time too, but with the oil consumption issue I've been having it would give peace of mind to rule out bad rings.

Rings can hold compression but still pump oil. So a leakdown test is not going to verify that the oil control ring is working, or that the second ring is scraping oil properly.
