One of the only places on my car that has rust is the area right in front of thewindsheild in the bottom of the wiper motor area. I was just wondering what would be the proper way of fixing it. It looks like a pain becouse you have very little axcess to that area. Dad wanted to nutralise the rust and then just glass over it.?

Unfortunately, there are no reproduction parts for the windshield frame/cowl/firewall areas, so you'll need to either find a donor car and cut off the good parts or if you're good, fab something up.
If you "neutralize" the rust, chances are there will always be some left active, maybe on the back side and it WILL continue to bubble and you WILL regret it in a few years. The fiberglass may look solid and seem sealed up, but having talc in it, it will absorb moisture. Even if it didn't, can you realistically get to both sides of the metal?
If you're taking the time to deal with it now, do it right - don't waste your time and efforts and then kick yourself later. The proper way is to remove the rusted area and put in new sheetmetal.
