Sounds like the brake light switch in the pedal is bad.

I thought it would be something else because the left brake light works fine. What do you think?

Ohh I didn't see the "right" in there; sounds like you could just have one filament in the bulb burnt out if everything else works.

Check that you have a good ground on the suspect light bulb and socket.

Right tail light works & right turn signal works = good ground and good bulb.

Left brake light works = stop light switch working.

Sounds like a bad turn signal switch to me.

(assuming "when i highlights on" means when headlights are on)

Let me just do a quick update, i think my initial explanation was a bit confusing.

Left signal and left stop light works fine
Right signal works fine, but right stop light does not work.

I tested brake switch, light socket ground

I also used a test and found out that there is no power coming to the right brake light wire when pressing the brake.

well the same wire is used for right turn signal and right brake light so I still say the problem has to be in the turn signal switch.

This might be a stupid question, but Is the turn signal switch, behind the steering wheel when the steering wheel is taken off.

Yes. It helps to post the year. The switches are different on some of the early Chevelles. Problem may be with the actuating portion of the switch and not with the lower switch. If so, cheaper and easier to change.

Those have spring metal contacts. One could be broken, bent or dirty.

I took the steering wheel off and i dont see a spring metal contact. Where should it be?

Look below the actuating cam. The thing that the lever is attached to. This info may also help.
