I have a 71' Chevelle, the dash is the 'sweeping' type. My Fuel Gauge is way past full and the dash lights are out. The fuse is not blown, but when I measured the voltage I got nothing, so I checked the other fuses and all of them ork an measure 12.4 volts at the clips. Is the Printed Circuit board fried and does it have anything to do with the Fuel Gauge?...not to mention I didn't try new lights yet

Check that it is properly grounded!
