I just bought a set of grille brackets for my 69 Malibu off of e-Bay. Along with the three large brackets came two smaller ones, that I don't know how to attach and aren't in my service manual. I don't really know how to describe them, so I'll just link some pictures to them. I apologize for the horrible picture quality, I just needed something quick to show you.

they look like the brackets that mount to the bumper filler panel and then the grill mounts to it (with the lower 2 holes) and I think the top hole is for the headlight bucket bottom screw. I will check mine when I get home and post a pic if no one gives a for sure answer.

Michael has it right. There should be 4 brackets; 2 large, 2 small. Don't remember if the larger one is the outboard or inboard bracket, but it may be self explanatory if you line them up with the holes in the bumper filler panel. They were originally held to the bumper filler panel with rivets.

Large bracket is the Outboard, smaller inboard.
Yes the lower screw from the headlight bezel attaches to the hole in the top of the bracket.It may take a slightly longer fastener.
Originally these brackets were riveted to the filler strip. You can bolt them up with some pan head screws (I like stainless).

Got to looking around on my car in the spots you've been describing and it turns out that the small brackets are still there. Just like you said, they are riveted to the filler panel.
