I can't think of any way to take off powdercoating. So I was considering painting over some parts that have been powdercoated(namely, engine brackets) & I'm not happy with the color. Also difficult to "scuff" prior to painting due to the scratch-proof coating. Well, can it be painted over? If so, anyone know what kind of paint to use?

Powder coating can be removed by Chem-Strip or something similiar. I had some wheels coated that also looked bad, had them chemically stripped. You can also paint over the coating, don't know how to prep for it though.

luckily i havent had to experience the painting over powder coat but i did hear somebody say to scuff the best you can and use a self etching primer. you can also spray your color right over the primer, no need to sand then paint. or if you prefer, dp primer is an epoxy primer that may work too. if not maybe sandblast.

Powder coating can be removed by anyone who does powdercoating. It's done in a burn-off oven that gets to 700 degrees. Then the parts can easily be sandblasted. You then should be able to get them to powdercoat the 'correct color. If not, you can then paint them. Etch prime only if you get the parts in bare metal. You will then need a Urethane Sealer before you paint.
If you decide to paint over the powder coat, you can scuff the parts with a red 3M scuff pad. Do not use etch primer. Etch primer is for bare metal only! Yse a good Urethane primer/sealer and paint "wet on wet" with a good Urethane paint. Do not use epoxy paint because it will "chalk up" eventually due to exposure.
