I have a 40 over 402 and about 10:1 CR. Comp XE262 cam. I have a holley 670 Street avenger and it came with 65's in the front and 68's in the rear. Should I change the jetting? Am i missing out on some potential power?

only way to find out is to try it. and then the only way to know for sure is if you have a way of measuring hp, such as the dragstrip or a dyno. imo, you're a little undercarbed for a 10/1 402.

I agree...try at least a 72/76 in there
