Any SS clone or tribute (or whatever you choose to call it) is typically a Malibu, 2dr sport coupe with emblems and stripes etc. SS cars are built on that platform, so seeing as you know it was not a true SS, thats all it could be. Just like a Olds 442 tribute would really be a Cutllas.
You also must keep in mind that prices up here are higher than the US. Its pretty hard to find anything decent, even a Malibu, for less than 20K cdn funds. Not sure where the market is at now, but everyone was asking big dollars this summer in southern ontario and not much was moving that I saw. Anything that was priced under 20K seemed to be junky in my books. If the body is good with little filler, and paint is nice then I would think the price is reasonable considering green bench interior, flat hood, small block.
For reference, I sold a 72 Malibu 2 years ago for about this price, strong 396, disc brakes, 12 bolt posi, all steel body, older but nice paint, perfect bench interior, rallies. Obviously the 70 model is in more demand. but you get the idea.
