Success! Well, success insofar as I found out what the problem is.
This test worked. It is a bad ground.

Now...what is the permanent fix?

Thanks all!

Using a fairly long piece of small gauge flexible wire, strip a couple of inches from one end and wrap/twist it around the bulb base near the glass. Install the bulb and hold the other end of the wire onto a known good ground.

Get the socket grounded, what ever it takes to do it.
I would find out exactly where the bad ground connection is first.

Sorry to be so ignorant, but electrical is not my strong suit.

How exactly do I go about doing this?

I'll have to go look at a parking light assembly to follow the ground path to the socket since I can't remember.
