It may not be close to bad, but my gut instinct is that the car was "done" , painted, and then sold as restored.
I don't know, just speculating now, not assuming anyone would ever do that. I've seen them.. I saw one that was orange, an older paint... like 3 years old, bubbling behind the window. I believe it was only to be fixed and then painted a new color. Painter said, hail naw, we are blasting it. Take it all down and blast it, fix it. Only way to know for sure....he didn't want his name on that paint job if it didn't happen. Good thing too as it was a Malibu formerly with a vinyl top... and when she had the clothes off, she was knarly.. kinda like hallie berry turning into Whoopi Goldberg knarly...
it turned into the pics on this post, plus roof skin, plus quarter patches, plus roof, trunk area, plus doors, plus cage nuts and on and on...and on...
may not be bad, but if this is just from the trunk and window, what's behind at the fenders to wheelhouse...gotta nuke it.. only way to know for sure..

You are 99% correct. The prior owner spent a ton of $$$ to have someone other than himself restore the car for the sole purpose of attending car shows and cruise ins. All he really got was a nice paint job and new interior soft trim. Then the owner tried, with questionable skills, to cover up or repair the issues that were overlooked by the restorer.

Fortunately, other than the trunk, the rest of the car is rust free.
