Sounds like you are on the right track. Water is supposed to run down inside the door and out the bottom through all those openings in the bottom. If you look at the window felt, it is clear that they will not stop water from passing through. Now a days cars are sealed up much better.

Yep, that's why the bottom corners of the doors rusted on a lot of these cars.
Dirt and dust would build up in there the depending what part of the country the car was in road salt would mix with the dirt and take days to dry out while the salt sat there eating away on all the wetness.

The screw does not really pull it out...maybe a bit.
It is more there to help stabilize the vent window frame to the door.
