James, Raven is correct...no need for anything under the epoxy. Epoxy goes right over the clean steel. Then you would use urethane primer over that if you have any imperfections such as pitting you need to fill. You can topcoat right over the epoxy, but usually there is something on these old cars that need to be filled and smoothed out that will make the need for the urethane primer. If the imperfection is very bad or deep, you may need to fill it with body filler or a catalyzed spot putty first because primer can only fill so much. Hope this helps.
